Both, but certainly the important one is your final classification.

1:1 = superior evaluation

2:1 = above average evaluation

Anything below that and it's not worth even applying.

To be clear- it is by and far in your best interest to get a first, especially if you aren't at Oxbridge/St. Andrews.

There is no more specifics. That's how your grades get classified. You won't have a numerical gpa, you will have a gpa classification. The highest being superior, next highest above average, etc. from what I understand, generally a superior is a 3.75-4.0ish gpa, above average is like a 3.5-3.75 gpa, etc. but that's just a proxy that means nothing because schools don't convert your degree into a gpa. Law schools want a superior classification and a really high Lsat. Don't worry about this, focus on getting a first.

In my experience if you don't have a first you're in a bad situation with respect to GPA conversion. The dropoff from a first to a second becomes way more significant when we're talking gpa.

Not to sound harsh, but to be realistic, if you don't get a first its going to seriously hurt your applications to the T14, unless you have some amazing LSAT score. I wouldn't count on asking this question to your adviser at uni either, they have close to 0 idea what the hell you're talking about when it comes to American law school (and I went to Oxbridge).
