You probably should wait until next cycle, much of the T13 have full/near full classes and applying earlier will give you a better shot at scholarship $$. For getting an URM boost form being Latino I believe you have to be either Mexican or Puerto Rican.

Wait, are you talking about applying to matriculate in Fall 2017 or Fall 2018?
Definitely should be Fall 2018 (or later) you are applying for.
Also, I think it never hurts to have a real job/be an adult before going back to school, but that's a pretty personal decision
