T14 and Reverse-Splitters + ED

I guess this is directed more towards the T25 schools, since most of the articles that discuss splitters/reverse-splitters and ED mention said schools.
Are there any T25 schools that historically have given a major boost to reverse-splitters who ED?
I was told that Penn was one of those schools, then read an article that said otherwise. I'm applying this cycle with my numbers, but might sit out another cycle if I don't get into a T25.
I know that my 4.02 GPA is great, but as far as I can tell, 4.0+ GPAs are more common than 170+ LSAT scores.
One more question. Is it usually a good sign if a school sends you a fee waiver ("we found your info via the CRS...yada yada")? I'm guessing the CRS provides schools with both your LSAT score and GPA.
