Definition of UR1, UR2 etc.

Hey everyone, I just had a quick question about what it means to go UR 2 and so forth. I've been UR for a while at certain schools whereas some people who applied after are already at UR 2. Is it a good thing to be UR 2 and a bad thing to be stuck at UR 1? Or is it a bad thing to be UR 2 because it means more people need to read your app to reach a decision lol trying to stay sane.....
