Yes, you need to include the LSE transcript.

It might depend on the school's specific instructions. I have definitely seen for T14 schools that they specifically request study abroad and summer courses if the letter grades do not appear on your UG transcript. LSAC requirements might only be about when your record is considered complete for them to calculate an LSAC GPA, not about what each school wants.
FWIW, when I sent in my study abroad transcript (just one semester), LSAC just processed it as a "courtesy letter" and did not factor the grades at all into my calculated GPA. Bummer, because it would have gone up!

I did not send my study abroad transcript from Japan, but I did send the Middlebury transcript which included those grades and my summer language school grades. The credits for both are on my main UG transcript, but the grades aren't.
So if you have a similar situation I would send it. Also its like what, 10 bucks to request a transcript? Might as well err on the side of caution.

I'm not sure if I should create an entirely new thread for this, but I seem to be having some issues adding the LSE transcripts on CAS.
I already added my Oxford transcripts under the international institutions category. It was pretty painless but now it seems I am unable to add another international institution. Does anyone know if there is any way to edit the international institutions list? It seems weird that I can't.
Do I have to call them? Should I just send in the transcripts and hope they match them to my records?
I really just don't want something so mall to delay my applications because I was planning on applying as soon as possible after the December scores come out.
