Legal Market for Immigration Law (Asian Race)- NYC v. LA

Hi TLSers,
I am asking question for my friend. He is 2L average student ( Asian) at T30 law school (VA schools) . He has strong enthusiasm to practice in Immigration Law. His dad is a businessman in his home country; thus he seems to have a potential source of future clients.EB-5, Family Based and Employment visa will be his concentration. Most of Asian immigrants are living in Los Angeles metropolitan ( Vietnamese). My friend is debating whether NYC or Los Angeles is better choice for Immigration Law. My friend loves NYC, but Los Angeles seems to give him more opportunities for thriving his career. He has no idea whether the Immigrants in NYC ( Chinese , Middle East) are willing to hire Vietnamese lawyers for their investor visa.
