Recommendation Letter from Retired professor

I am B.Sc. Chemistry graduate. I have had wonderful professors in grad school but they are all academic/research oriented. My teachers do not see the qualities and skills I possess in terms of a good "law" student. Also, some of them are not very fluent in English.
However, I have had a professor who was my class teacher and taught us communication skills for 2 years. She has a Masters in English and knows me as a good student. However, she retired last year and I would like to know if her recommendation letter will be counted for the admission process
