(yes, unswr weights financial aid within expenditures per student, so it seems that should guard against tricks like lowering tuition but cutting financial aid, but it's given minuscule weight. and it's all a black box anyways. and that still doesn't get at the 'other sources of revenue' issue. e.g. pritzker)

Stanny tied for #2 again this year, he put them at #3. Incorrect guesses within the T14 are worth double the point deduction. So, ((-1)•2)=-2
