If you'd like to attend the school, then there is no point in not applying, unless you are so far below medians that it wouldn't make sense. If you have $100 to spend on an app, you can just shoot one out. Some schools are pretty stingy re: waivers.
You're welcome. It's not like you're the only person who doesn't fit the criteria for merit-waivers at whatever school. It wouldn't make sense if it was an indication, though. Think about it from the school's perspective. They would get 0 money out of it because people who didn't get waivers wouldn't apply, knowing that their application wasn't strong. Some schools don't give merit-waivers. Some schools only do it based on an LSAC profile search. Some give them to people way below their range. Now coming to the real issue: I just wasn't sure if the fee waiver gives any indication about how strong your application really is!
