Significance of Second Major

Currently a double major - Psychology and Political Science. Have three classes left for my Psych major, but I kind of hate those classes. How much boost does a double major provide? Should I switch it to a minor, or just stick it out for the few classes left? Could then open up my schedule for a bit to take electives and boost my GPA. Related to that, how much will it hurt if admissions sees me taking easy courses to boost my GPA? I should have done that my first two years, but was stupid and took more classes for my majors, now I'm going back to finish up my gen eds.
Also, I was pursuing two minors, after a discussion here, I decided to drop those plans, and am now instead working towards one 'Certificate' (related to Political Science major). How much will it hurt me that this is a 'certificate' instead of minor? Should I go for the minor instead?
