Wait for second letter vs. apply now

This question mostly pertains to UT specifically. Just for some background info: I'm a fairly severe splitter (3.15/173), and I'm an out of state applicant (Iowa).

UT doesn't require letters of rec, but says that they are strongly recommended. I have one really strong letter already, but I'm still waiting on a second letter that I don't think will be as good. Am I better served sending in my application earlier with my one solid LoR, or waiting so that I can attach a second, potentially less solid LoR?

What do you mean by less solid? Is it basically going to repeat the info already in your first letter? If so, I think you can just go ahead and submit. LoRs are just another soft anyway, and I think you're already doing well by giving one where none is required. Plus, you can always supplement your app when the second comes in.

Thanks! By less solid, I mean that the first one is from a law professor at my school who knows me well and will have a lot of good things to say, whereas I expect the second letter to be more generic.
