As soon as you have gotten decisions from a few schools you want to go to, their scholarship offers and at least some scholarships from other schools, so that you have something else to negotiate against.
The is mostly true BUT the word soon is a bit worrisome. Every year I go to the same admissions/prelaw conference and every year the biggest complaint, almost pervasive, is from admissions offices about how annoying it is when people start negotiating early cycle. You don't want to be part of that first wave of people who is asking for more money when a school has not come close to making admits. SO yes, do it when you have a leverage and do it before the schools starts running down their annual fund, but if you don't see (on here) anyone else having had done so, I would hold off.
