Would probably be best to ask each admission's office how they handle future takes. Some may evaluate prior, some may evaluate after. Either way, I'm sure if you let them know you want your application to be considered with your current scores, they will honor that.

Yes and yes. I think with that LSAT you're a safe bet at emory (assuming your gpa is solid). Your improved LSAT and any other acceptances and scholarships can be used for leverage. Some schools don't even consider scholarship until later. So your new LSAT may already be in the file at that time.

Although, I will say that if you wait, and your score improves. It's not likely you'll have trouble with acceptances when applying in January. So you'd be fine waiting until then. But if you absolutely want a letter now, you are likely fine applying now.
