CAS Timeline Questions

So, I am freaking out, because apparentlyyyy, you have to sign up for CAS four to six weeks in advance of submitting your applications! I waited until today because I was running low on $$$. I am planning to submit my applications before Thanksgiving, so this timeline is a little problematic...
Does anyone know why you have to sign up four to six weeks in advance, when it says that processing your transcript/recommendations only takes two weeks?
Also, my recommendations are in, and LSAC has received my transcripts. Would this timeline change for me? I did notice that my Academic Summary Report is not up, however. Do you have to purchase CAS in order for the ASR to be populated?
I would really appreciate any and all help! Google is failing me today.
