Character and Fitness Q

Hello TLS,
My question is in regards to C&F questions. I was put on a small probation back in 2012 for "encouraging academic dishonesty" by leaving my notes out on a table that other students could view during an exam (it was determined that I did not attempt to cheat). I went to the Dean of Students office to talk about the Dean's Certification and they told me that any request for information about conduct issues while I was at University would be returned as "no record found" because I was not suspended, expelled, etc (it was classified as a verbal warning and went off my record the next semester) .
How should I respond to the character and fitness question about academic dishonesty? I am leaning towards replying yes and then explaining that the violation would not appear on the certification? Others have told me that is crazy and that I should reply no since the record has been stricken and it was such a minor offense. Thanks in advance for the help.
