Is it worth working in a tech company, but non R&D department(Quality control)? For someone who wants to become a patent attorney.

I'm in a similar boat. I got offers from tech MNCs for non-tech roles (supply chain, because MNCs don't seem to like building R&D centers here), and local large companies for software engineering roles. I opted for the latter.
