C&F - tons of parking tickets

I saw another thread on C&F and realized that moving and non-moving tickets need to be reported. I'm in a weird position where I have a TON (25ish) but they're all being contested.
For context: I live in a city with strict parking rules. You need a permit to park. You have one time you can park there before getting a 15 day warning. I went to look at an apartment in May, and they must have put me in their system because when I went back later to look at the apartment again, I got a 15 day notice that I must register my car. Unfortunately, I hadn't moved yet. I moved two weeks later and started getting notices to register and tickets very frequently. I called the DMV and they told me to register. I have a lease, so I needed to get my title, which took a total of 8 weeks! 2 weeks processing, the first one lost in the mail, 2 more weeks of processing, the duplicate sent and taken by my upstairs neighbor (he gets my mail constantly) and not given to me for 3 weeks, despite my asking about it. When I finally got the title from him, I went to the DMV ASAP, but in that time had a ton of tickets. I'm contesting them all, but I'm worried that 20+ tickets will look very, very bad. That's not even including the probably 4 speeding tickets i received when I first started driving.
Do I report the tickets if they're being contested? Do I explain the entire situation in an addendum? Help.
