Do PT numbers indicate level of difficulty? Where is the best place to purchase said PTs?

No, all PT's aim to be about the same difficulty. I'd recommend purchasing a few of the PT books from amazon, it's reasonably cheap and if you're like me, you're always looking for items to push your cart over the free shipping limit when you need to buy a $10 cable and don't want to pay $8 in shipping.

I found the older ones had easier curves. Have heard people theorize that when the new test came out in the early 90s and there therefore weren't official practice tests people were less competitive, but as more tests have been administered and later released as PTs people have been able to prepare more in a kind of arms race. Just take any test from the 90s with a grain of salt, but they're still good practice.

I've found that "difficulty" on the PTs is subjective. If you're better at RC or LG you're going to find certain PTs easier or harder than others would. Buy and do as many PTs as is reasonable in the given time that you have so you're exposed to everything
