Does this mean I applied to the school?

This might be a dumb question...

Last year I sent an application to a school but because it wasn't complete, on LSAC it only said 'transmitted'
I ended up not completing it because I wasn't going to school and instead emailed the admissions and asked them to withdraw my application.

This year, I'm applying to the same school and in the application it asked if I've applied before and if I was admitted.

Does this situation count as me having applied?

Sounds to me like you applied, but really the only way to know for sure is to call the school and ask them. Your question will be answered in 1 minute by someone who actually knows what they're talking about.

I also wouldn't sweat it. You can just check off that you applied. They will see that you withdrew
If you clicked send on LSAC, the application went through.
