Question about safety schools and LSAT retakes (168/3.52)

Background: Last May I graduated from a top-ten university with a 3.52 GPA. I got a 168 on my first LSAT, but retook it in December and got a 167. After graduation I took some time to travel and now I'm working as a paralegal. Expecting my score to increase when I retook the test, I applied to Harvard, Berkeley, Stanford, NYU, Columbia, Penn, UVA, and Duke. I want to do public interest law more than anything, and I know how important it is to go to a top school to get a job in public interest.

Question: Should I apply to schools lower in the T14 as safety schools? Or are my numbers good enough to get me into one of the schools I applied to? OR should I retake the LSAT? Or something else?

Any feedback greatly appreciated.

You're unlikely to get into any of the schools you posted unless you are a URM.

Ok. Thanks. Considering that info, would I be better off at NW, Cornell, Georgetown, or Michigan for public interest? Or somewhere else entirely?
