If a resume is optional and I've already typed up my experience in the Employment section of the application, do I still submit a resume? Or can I leave that out?

Upload your resume. It's usually not optional.

Do you not have a CV?

If not, you need one. It's simple and prerequisite to what you do in the professional world.
