R9 LSAC Action Required

I applied to Vandy last week. But the Law School Report says R9 LSAC Action Required and it is still pending thus.
It is strange because I had a fee waiver, paid the report fees.
Transcripts say complete and all LORs have been sent and assigned.
There are two evaluations pending but they haven't been assigned to the school anyway.
Is it normal? Should I contact the LSAC about it?
