How Early to Apply for Maximum Scholarship Consideration?

I have been repeatedly told to apply early in order to receive the best financial aid and scholarship packages. How early is early?
I am applying to most T20 schools. Is end of October too late to be fully considered for scholarships?
I apologize in advance if this is a ridiculous question.

Apply when you have everything ready. If you're done with your PS, you've got rec letters, and your satisfied with you're LSAT score, apply the day apps open.

Scholarship action heats up in the spring. Focus on getting in first, then negotiate in March.

make sure to check deadlines for named schollys
for example, nyu has a dec 31 deadline to apply (though it's actually a soft deadline, i know several people who applied in the spring and got them)
