Why don't most people attend HYS and other T14s?

I'm sure if they do their research, they would know that they need a 3.8+ GPA and also a high LSAT score.

Why don't more people get a high GPA and just keep practicing the LSAT prep tests until they reach their wanted scores?

Easier said than done. Not to mention many people have low GPAs during their freshman year of college because they aren't thinking about law school and, well, it's freshman year of college.

Not everyone is capable of high gpa/lsat, many won't retake.

People refuse to even retake. This level of planning is beyond almost all 0 Ls.
Plus, not everyone can score high enough to get into Harvard.

Oh also most people don't know about this or know the vast difference in quality between schools.

From what I've read here getting a high LSAT depends on how well you study and how long.

Most people don't even know that they want to go to law school so they don't get a high GPA.

I would imagine that the pool of high LSATs is much smaller than the pool of high GPAs.

You don't get both high LSAT and GPA just because you put in hours studying. You need excellent work ethic, intelligence and motivation to get into the very best schools. Of course, only few people, percentage-wise, possess enough of those traits. And luck is important too both for LSAT and GPA (as well as admissions outcomes).
Also I am not convinced that LSAT and GPA are 95% of admissions.

Plus, not everyone chooses basket-weaving majors in college.

More often than not I will see a guy with a HIGH LSAT score but a LOW GPA.

I think it is because most people don't really consider law school until their junior year.

It is a general consensus that a guy with a 3.9+ with a 170+ LSAT has a great chance at H and the rest of the T14 below that.

On the other hand, you can't make fun of those people who couldn't break 165 even after two retakes and hours of studying. But GPA is largely a matter of time management and self-control.

Highly selective yes.
Although some people tell me that a guy from X state with a 3.99 would get in over me at my school with a 3.9.
