What do you mean hold the deposit against you? The fact that you deposited but then changed your mind will not have any effect on your cycle. And no, the NALP has not released application data for next cycle yet.

I deposited to Alabama two years ago. When I withdrew, they definitely encouraged me to apply again.

It seemed to have zero effect on my cycle this year. If you're really concerned about it, you should hop over to the Q&A with Mike and Karen and ask if other schools can even see this kind of thing in later admissions cycles.

I'd just make it clear you are withdrawing for financial/other reasons and not to attend another school.
