My brother was wondering What (E)ffect will having CC credits on Tran for TOPTOPLS's have? I'm talking about like 15-25 credits before transfer to private institution. My brother's grades are pretty much all A's except some science course he took (which he regrets).

The final degree awarding institution will be all people care about beyond gpa, if at all. I know a few people at very top law schools who attended community college before transferring to good 4yr universities. As long as he can muster excellent LoRs from the degree awarding institution, no worries/impact.

It will not matter at all. Excellent letters will be helpful but are by no means necessary.
