I've actually used this exact greeting in multiple formal emails (seriously), and no I do not recommend it.

I used "Dear Sir or Madam" for years. But it's a little quaint and anachronistic, so I'm behind "Good morning/afternoon", or just starting the e-mail. Not sure how important a salutation is on a routine e-mail.

I used "Dear Sir or Madam" if I didn't have a name. Worked fine.

I think I may have used "Dear Dean Deal," once for a personal touch. IDK if that is good advice, though.
