However, I'm writing on one more LOR from someone who is a law professor that I took classes with who I think could really support my application strongly. He said he would try to submit soon but I still haven't received the LOR. Most of the schools I'm applying to are not top 20-30 schools FYI.

Should I just go ahead and submit my apps now? Or should I wait? I'm guessing he'll submit in the next week. I already sent him an email and don't want to bug him anymore. I've already got two LORS-one subpar and other I have no idea what they wrote since I waived my right to see it.

So-submit or wait for the highly valuable LOR?
With subpar LORs and submitting so late in the cycle, you should wait it out and do it right next year. You won't get optimal results right now.

I would definitely suggest you retake the LSAT and make a serious effort to improve your app before next cycle.

Crappy letters + crappy schools + WAY late in the cycle = bad outcomes. Think this through.
