172, CAS (A Grade/4.0), URM from India

Hey guys,
I am a student studying in the LLB course in India. According to CAS it would be equivalent to a U.S. Bachelor's and they have graded my work as A. Worse I can go is B+(3.67) after my transcripts are evaluated but I am in the Top 5%tile of my class.
I have a total of 3 years of WE (Part Time and Summer Internships) in various law and tax firms.
I shall be applying for the Fall 2015 Sem.
Money is the biggest concern as the exchange rate makes the cost relatively almost thrice more than what people earning in USD would encounter. I am also ineligible for FAFSA and any private loans would require a US Cosigner so I am heavily dependent upon any scholarships on offer.
1) Would ED to NU or Boston for the full-tuition scholarship worth over having a shot at HYS or any offer from MVP?
2) How likely is a candidate with my numbers to receive Vandy's full ride+stipend scholarship. Is Vandy worth it?
3) Any other tips or suggestions as I am all out with absolutely no guidance about the JD program in India.
