Does anyone know how next year's admissions cycle is going to look? Comparable to this cycle or are applications expected to decline?
Debating on whether to apply late this year or wait and submit early in September.

Best guess seems to be that next cycle won't have more applicants, and will probably have fewer. But a guess is all it is.
I doubt it will be different enough to outweigh the more relevant concerns: will your numbers be better then? Will you be able to put the extra year to productive use?

I would expect it to be marginally weaker than this year's. The rate of the decline seems to be tapering off. If that's the only reason you are considering waiting, then don't.
