It makes sense and seems like the best thing to do EXCEPT if a school specifically asks for separate attachments. Follow the instructions no matter what, but otherwise, what you are doing makes the most sense.

From what I've seen so far it's often the opposite, actually- many schools ask you to put everything in one document.
