who should letters of rec be addressed to?

is "to the law school admissions council" okay? or is there any other specific standard?

if I were writing a letter I'd use "To Whom it May Concern:"

I do not think this is addressed to LSAC, as they pass on the recs to school admission committees and do not actually read the recs.
In this case, either 'to whom it may concern' or 'dear admissions committee/officer' should be fine.
