A lukewarm appraisal of your academic potential can only hurt you. This is the same reason you should choose profs who gave you A's rather than B's. You are fine with two and based on the information you provided I think this third LOR would only hurt you.

Luckily this letter, even if glowing, would not have helped much (if any) anyway.
