When do t14 apps become available?

I know that all of the apps can be submitted starting August 30-Sept 1. Do they become available for viewing before when I can submit so that I can work on the essays ahead of time?
Also, how similar are apps from year to year? If I work off of optional essays from last year is it likely they will remain the same?
