When to get letters of recommendation

I know the application process starts in the fall but could I have my transcripts and LOR sent to LSAC right now?

Right after you create your LSAC account, you can send away! I don't think so because when you send a LOR (or transcript for that matter) you have a cover sheet that has a bar code they scan which sets the document (LOR/trans.) to your CAS account.
