Full tuition scholarship at Iowa (non-conditional)
vs.
$15,000 a year at Vanderbilt (non-conditional)
I am from Chicago and wanted to work in Chicago or Washington D.C.

If I had those career aspirations and these were my only two choices I would not go to law school.

Go to Iowa for free; get JD/MBA, if you feel guilty about not going to Vandy

I would be hard pressed to pass up Iowa for free. That is not enough money to make Vandy worth it.

Exactly. Neither of these things is happening out of Iowa. You'll need to be content with staying in Iowa if you go there. It places locally. If you have no prior ties to the state, you'll be at a serious disadvantage in finding employment there as well. As for Vandy, the odds of you ending up in either location are pretty remote. You'll have ~$200K of debt at graduation, which is way too much for Vandy.
