I recently got an email requesting that I submit a video interview. Does anyone know if this is standard admissions procedure or related to potential scholarships?

It's not a Skype interview. MSU calls it a "video interview" but it's really just a video response to a couple of questions posed by the school. And they give you a few weeks to do it.

I also got that email. I suppose that it is used for scholarship.
