I want to end up there after graduation. I'm more flexible for law school. Is there much of an advantage in east coast placement in terms of the two?

Looking at all the recent numbers, Penn probably has a slight placement advantage, and seems to do very well on the east coast. I'd pick that at equal cost. Turning down a Darrow for Penn seems insane to me, but everyone's different.

I would suggest Penn over Michigan in almost every situation. If you're aiming for public interest, it is more of a toss up, perhaps a slight edge to Michigan. If you are aiming for private sector work, Penn markedly outplaces Michigan. Regardless of the cause for this, the bottom line is that Penn placing 60% of its grads into NJ 250 firms means that firms regularly hire below median students at Penn. Because law school grading is so arbitrary, I would only feel comfortable going to a school where I felt I could still get a good job if I landed below median (note: it is still dicey below median at Penn, just less dicey than Mich or UVA).

In that case then yeah retake in June and see you what you get. The URM boost for MAs is not as large

Frankly I didn't even know the type of URM mattered, but I guess that's what others are saying.
EDIT: And you can still retake a 3rd time OP. Nothing to lose (other than the testing fee, which is inconsequential in the scheme of things).

No. Cuban is not URM, so that explains his cycle (although with 164, that does support the idea that "other Hispanics" still get a small boost since he was still able to crack the T10)
OP you realize you are passing up on the chance at HYS right? I already have a high lsat score and would do anything to be in your position to have an opportunity to retake. Just take it in June and see if you can score higher, it doesn't commit you to anything and you can reassess your position at that time.

OP, the most valuable advice (and most annoying) I ever got from TLS was to retake. I know how annoying it can be to hear this constantly, and that most people believe they simply can't take it again for one reason or another, but the truth is you can take it again, it is a learnable test, and just a few points can do wonders.
You are wasting that GPA and compromising your future. If I had a 3.8+ GPA, I would have retaken the LSAT again and again until I was HYS worthy (173+ for a non-URM like me). Unfortunately, my GPA, while not terrible, all but precludes this possibility unless I got a 177-180, which ain't happening. Law school isn't going anywhere, nor are applications going to increase significantly anytime soon.
EDIT: And if you won't take this advice, at equal price, Penn by a longshot.

If you're absolutely positive you can't get a higher LSAT score, go with Penn. If you think you're capable of even 2 or 3 points higher, RETAKE.
