Without knowing how many schools you applied to it's difficult to say. If you received any offers from a "peer" school, then you would want to keep that one in your pocket to negotiate. Beyond that I would just keep 2 or 3 of the better offers you've received and withdraw from the rest. You're not going to want to overload the adcoms with a bunch of offers, but keeping a couple lets them know you're keeping your options open and the financing is a serious consideration to your decision.

Withdraw from those schools that you know you won't intend and that won't be of any use to you in the negotiation process, but hold on to the others. Adcomms have been known to verify scholarship offers with other schools. Beyond that, negotiation is more than a one-step process. If the offer from your preferred school is clearly better than those of some of the other schools, you will want to return to them with your new offer and ask for more money. If they increase your scholarship, you will return to your favored school with your new offer and ask for more.

It's unfortunate that others have to wait, but the spots will get filled eventually. This is just the way the game is played.
