should I use this LoR?
I think it is only decent, but do y'all think it is good for law school apps

LORs just need to be adequate so they don't hurt you, and this one is the definition of "adequate"

It's not that specific and kind of luke warm. You may be able to get by with it if the rest of your app is strong, but if you have the option, I'd really look for someone you know can give you a stronger, more specific endorsement.

If law schools require to send in at least 2 LoR but accept up to 4 or more, would it be wise to just add this one in there and have it among all the other LoR, or just leave it out entirely?

It doesn't really add anything of substance, so you'd probably be better off just leaving it out.

What are your numbers, and where are you applying? URM?
It's definitely a pretty perfunctory LOR, but the prof does at least compare you to the rest of the class, however briefly, and says you were the top student. A lot of LORs are much worse; many don't go beyond "he was a very good student and received an A in the class." It would be much better if the prof had said, "X was easily the top student in the class and one of the three best students I've had in 25 years of teaching undergraduates." Not everyone can get those LORs. This LOR won't strengthen your app if you're applying to YSB (and maybe H and Chi), but it won't hurt you anywhere else.

What a half-assed LOR.
I mean, it won't kill you if you need to use it... but it's certainly not going to help you at all. I would try and find better options because this is not ideal.
