Wait to submit app till LSAC receives all LORs?

My applications are all ready to be sent, but I'm still waiting on one recommender to submit her LOR to LSAC. I've noticed that some schools specifically ask that applicants do not submit their applications until their LSAC law school reports are complete. Is this a general rule of thumb to follow or is it OK to submit my applications to those schools that don't specify?
