Do not write a letter to suggest that your LSAT is not an indicator of potential performance - a 166 is very much an above average score, and those addenda are for people who excelled in undergrad despite low (low overall, not average for their school) SATs. Think 3.91 at UCLA after scoring an 1100 (I think that's low - don't know much about the new SAT scoring; if it's not low, subtract 300 point from it) and attending a CC for 2 years. If there isn't a MAJOR discrepancy between your SAT and undergrad performance, law schools will view any addendum attempting to explain the 'low' LSAT as whining, no matter how well written.

Definitely write a short explanation for why you took a semester off in undergrad. Don't make it long, and don't try to say too much. If I'm an admissions officer, I'll probably see the gap and ask myself, "Huh, wonder why that happened?" You want to answer that question in as straight-forward and short of an answer as possible.

It doesn't really sound like there is a compelling enough reason to write an addendum. I would not write it if I were you. If anything, I would retake in October.

Don't waste that GPA. I would retake.

Thanks for your input everyone!
I'm only going to write an addendum to explain my semester off.
And I actually retook the LSAT this June and am waiting for the score.
I hope I did much better this time..

Dude. I had a 165 and the same GPA and got into freaking University of Chicago. If you want to retake, retake. But a 166 might get you into more places than you think, especially with the drop in applications.

FTR: Out of the 4 schools to which I applied in the top 10, I was dinged at 1, waitlisted and then accepted at 2, and then accepted at another.
