Quick Recommendation Question

Very Quick Question: I know what the answer to this would be when dealing with the "part-time professor who knows you well" and the "stud professor who doesn't know you as well", but I'm not 100% sure that that same principle applies in a big-law firm.

I work at a big law firm in D.C. Do you think I should get:

1) A ridiculously strong recommendation from a second year associate.

2) A very strong recommendation from a counsel (level in-between associate and partner at my firm).

Why?
