Are they just meant for wait-lists? What about schools that have been taking forever to make a decision?

I think it can go either way, depending on how long ago you sent in your application and the school.

Thanks. I was thinking about sending one to FSU. My app has been complete for quite a while and others have already been notified after I have submitted my app. I know theirs is based on the strength of the application which is why I'm thinking about sending in a LOCI since I think they're holding my app to the side for now
