Purpose of fee waivers

Do schools do this so they can reject people and boost their rankings? If it's a school I'm competative for, did they send this beacue they actually want me to apply, or did they send it just so they get as many applications as possible to boost their rankings?

Fee waivers from St. Johns, Penn State, Emory, Northwestern, and the obvious safety T3 and T4 schools.

Barring you have some admirable quality (URM, etc..), they want you to apply so that they can reject you. Its decreases their admission rate and makes them look better.
