Will Post Grad Certificate Program Help Overcome Low GPA

I have a slightly low GPA and am considering a year long post graduate certificate program, while working full time. Would this help offset my undergrad GPA at all?

Then my follow up is, is it of any value to my application, or is it a soft factor, if anything?

probably not
maybe if you perform really well you can get a LOR from a professor but I doubt that's worth it. You're better off getting a job.

Already have full time job in PR, cert would be in PR from nyu

If money isn't a concern and it's an intellectual pursuit of passion, then go for it for personal fulfillment.
Also, if this is a post-grad certificate in something that enhances career opportunities (like a post-grad certificate in occupational therapy), then it would give you other career paths to chose from if law isn't your thing.

That is certainly an added benefit, but right now I'm thinking of this mostly in a context of Law School. Is it worth anything on an application?

^ If you're only doing it to increase your chances of getting into a good law school, then don't do it. The increased chance of acceptance would be small. Also, it'd probably be worth the same as just getting work experience as far as soft factors go.
