167, 3.83, military. Where do I stand?

Where do you think I'll be able to get in with a 167, 3.83 and a military background?

First, the type of military XP (according to some on this board) can play a role in how big of a bump you will be given (combat XP, leadership roles, etc.).
Second, even with a pretty nice bump, CCN, let alone HYS, are pretty much completely out of reach IMO. Your reach schools are MVPDN.
I see your best chances in the T14 at Michigan, Cornell, and Georgetown.

And that is the difference between median at bottom T14 and median at CCN.
I don't know jack about how adcomms view military service, but you have a really good shot at some bomb schools if you can just crank that up a few points.
No, lower T14 75th percentiles are mostly 170. A 170 is (most likely) median or above median at anywhere from Michigan on down based on the numbers the TLS ranking page shows. But point taken, he is a bit below median for bottom T14 as of now. So there's even more reason for him to retake, I guess.
