LSAC not allowing release/payment of applications

I am applying online through LSAC to several schools and I have an LOR that is not in yet.
When I go to pay for and submit the school application, it is grayed out. Is that because the LOR is not there? I was hoping I could do the school application and submit ahead of the LOR.
Any thoughts?

You have to preview your app first (in PDF) or else the submit button stays grey. This has to be done every time you navigate to your "in progress" apps. HTH.

I thought you weren't supposed to submit until all of your LORS had been processed bc you risk having your app reviewed without it? I'm not sure exactly how it works but I know some schools clearly state that they will not wait for LORS to arrive before reviewing your application. I'm not sure (and would be curious to know) how long it typically takes for a school to get to your application after you go complete. I'm waiting for an updated copy of my transcript to arrive and am reallllllly hoping it is sent out before any decisions are made...
