Application Question.

For a particular application, it asks,"Do you seek admission as a college graduate?" I know, it's a stupid question, but I interpreted it in two different ways.
1- Did you just recently graduate from college, and are you applying immediately after graduating
or
2- Did you graduate from college??
How would you interpret this question?
