Does the school require it? Are you below any of the medians? Do you have a good reason for writing one (i.e. not regurgitating facts from the school's website)?
If yes, then maybe?

I thought it was helpful last year when I applied to a state school that wasn't in the same geographic region where I'm from. I think it's useful then to show you're sincere about applying and actually want to attend/live/work here, not just applying because you think your numbers are appropriate for this school.

they don't really care. Obviously if you are applying there then you thought enough of it that you might go if admitted. If you are in their range you'll be admitted.

i wrote one that wasn't that great but it just seemed necessary. i got dinged a couple days later and had decent numbers for the school for that cycle. (actually just looked at it and people with similar numbers got $) so if you can't think of anything good to say definitely do not write one.

I actually had the opportunity to sit down with someone on the admissions committee at a top-100 school that I'm not applying to for geographic reasons. He reviewed my personal statement which has a paragraph dedicated to each school that I am applying to rather than doing a "why school x" addendum. He told me that he thought it was a nice touch that he didn't see often. Just my two cents.

thanks for the tips....think I am just going to leave it out and if I get waitlisted possibly send that in with fall grades or whatever to show my interest
